



Braving the winter squalls, white outs, periods of snow fall, and continuous high winds on 28th of January, over 50 residents from Carlsbad Springs and surrounding areas, ventured to the community centre on Ninth Line for a viewing of the City of Ottawa's proposed plan for their long-awaited new community centre. Representatives from the City and the architect firm responsible for the drawings were on hand to hear residents' comments, concerns, and compliments about the project, scheduled to be completed by December 2010 at the Harkness Park site on Eighth Line. Following the open house, feedback was shared with the Carlsbad Springs Community Association (CSCA) members, hosts of the event and the liaison between the City and the community. - Residents
- were excited to know that a modern and up-to-date centre will be available in their community
- are looking forward to its completion and being able to use the facility
- feel this new space will be an asset to their community
- rental fees for the new facility will remain competitive
- The plans show creativity, attention to detail, and care for the environment.
- The Multi Purpose room and the mechanical room space represent the space of the current community centre on Ninth Line. The community gains a full-functioning kitchen, a full-sized gymnasium, a meeting room, storage space, and modern washrooms in one building!
- The water reserve tanks have been assigned to the space above the mechanical room. Water pressure will not be an issue. Valuable floor space is gained using this approach.
- Green materials will be used where and when possible.
- Storage issues at the Ninth Line facility were addressed by incorporating a series of full height cabinets. It is expected that bthe cabinets will provide sufficient storage for each of the key groups using the facility.

New Orleans Health hub will be located in Cumberland ward - on Mer Bleue Rd. Dr. Bernard Leduc, President, and CEO of the Montfort Hospital made the announcement saying the Health Hub will be located on Mer Bleue Road at the intersection of the Blackburn Hamlet Bypass. At $150 million this is the largest single development in the history of Orleans and Cumberland and when completed will be home to 1500 full time jobs. It's also the first major development in the Orleans industrial park and will be the main anchor to attract business and create even more jobs in the future. The new health hub, which is the first of its kind in Ontario, will house 12 core outpatient and public health programs and will limit the time patients spend travelling for dialysis treatment, cancer assessments, as well as some day surgeries. Mer Bleue area is located just north of Carlsbad Springs, approx. 13 km and it will be the closest health facility for the community. Start of construction - New Community Centre in Carlsbad Springs to be built in 2010. A few soil samples and a well was dug at Harkness Park during the month of November. This is only the first steps in what will become the first new community facility in the history of Carlsbad Springs for the past 50+ years. City officials, the Community association and the architect met in mid-November to discuss the start of the project. Actual construction is to begin in the spring of 2010 and the project will be completed by December. Attended by City Councillors, media and partners, the event celebrated this significant milestone in Ottawa’s organic recycling program. Ottawa’s Green Bin program is a new recycling initiative that involves collecting residential organic waste and turning it into compost. Using the green bin is an easy way for Ottawa residents to extend the life of local landfills, reduce greenhouse gases and make a genuine difference to our environment. The City has launched a targeted communications campaign to publicize the green bin program, including a new website - www.greenbinottawa.ca. The new site has lots of great features like flash animation, links to YouTube videos and ways to connect to Green Bin Ottawa on Facebook, Flickr and Twitter.Starting this week, green bins will be delivered to the majority of residences with individual curb-side pick up, including dwellings with six units or less, in urban, sub-urban, rural village and estate lot areas. Rural homes in areas that are sparsely populated, or on roads where residences are farther apart, will not be participating in the Green Bin program at this time. Delivery of the green bins will start in the Hunt Club area, east of the Rideau River and progress in a counter-clockwise sweep, with delivery concluding mid-December south and west of the Rideau River. In Montreal on Wednesday, Aug. 19 to assess the state of the work, Village Vacances Valcartier Group president and CEO Guy Drouin, the project's promoter, indicated construction was well underway. “I am very proud to announce that the official opening of the largest theme waterpark in Canada will take place on June 7 next year,” he said. “You can see the enormous 100-acre worksite from Highway 417, near the Limoges exit. Province announces funds for family health hub. The long-awaited Orléans family health hub got another shot in the arm today, with the province announcing $1 million in funds to help Montfort Hospital develop a business plan for the proposed east-end facility. “The dream about better health care, closer to home, is closer to being a reality,” said Premier Dalton McGuinty at the Thursday, Aug. 13 press conference unveiling the financial boost, along with a conceptual design for the health hub. “It will be the first of its kind in Ontario.” >>> more (East Ottawa.ca) Play ball! The A's softball tournament was held at Harkness Park in Carlsbad Springs on August 7-8 and 9. 12 teams participated in the annual event. (click on photos bellow to enlarge)      Harkness Park: Future site of the new Carlsbad Springs Community Centre. The City of Ottawa confirmed with the Community Association that the new centre will be built on the baseball field situated near the Eighth Line Road at Harkness Park. The construction will start in the Fall of 2009 and the new 3.2 million centre should open within a year. Inside the new centre we will find a gym, a multi-service hall for private and community events and a meeting room. With the addition of the new centre at Harkness Park, running water and toilets will now be accessible during community events such as baseball tournaments. The CSCA has been told that the ground breaking procedure for the new community centre will begin in November 2009 and occupancy is expected by fall 2010. Additional land will be acquired behind the park so that the park becomes the hub, housing the community centre, two ball fields, an outdoor rink, a playground area and sufficient parking for all. The Association planned a wish list that was provided to the City by at the end of July to make sure various elements are installed at the park and inside the new community centre. The east end got a much needed boost in funding for local recreation infrastructure projects on Friday with the announcement that the federal government and the province of Ontario will be providing more than $6.6 million for a number of initiatives. Article from Orleans Online (Fred Sherwin) The Province of Ontario and the Government of Canada announced a funding commitment that, once partnered with City funds, will make an investment of approximately $41M to address Ottawa's recreation infrastructure needs.List of projects Today's announcement included: Approximately $41,024,499 in new recreation projects in the City. Approximately $22,269,498 of the projects have City funding (the top 25 project on the attached Excel spreadsheet). For a total of $22,269,498 in projects funded by all three levels of government. The total City of Ottawa contribution for these projects is approximately $7,423,166. Distribution of funding to local community groups.         The Carlsbad Community Association (CSCA) members were joined by community group members on 4 June at the St. Laurent Parish. The purpose was for the CSCA to distribute a cheque to each group, on behalf of the Recreational Service Delivery Agreement with the City of Ottawa. Consultation on Greenbelt Master Plan Review The NCC wants to know what you think the Greenbelt ’s greatest features are, and what you see as the pressures and trends that should be considered when planning the Greenbelt of the future. Product Stewardship Program The City of Ottawa's Solid Waste Services has an innovative program that encourages the residents of Ottawa to "take back" to retailers and charitable organizations many of the household items that would otherwise go into their garbage and blue box or taken to the City run household hazardous waste depots. This return-to-vendor program provides a convenient and safe way of allowing household products to be reused or recycled. In this program, the City develops a partnership with local businesses or charitable organizations. The partner agrees to accept back the used item from their customers and takes responsibility to reuse, recycle or properly dispose of the used materials. Examples of materials that are accepted back include used motor oil, needles and syringes, expired medication, computer equipment, used clothing, propane gas cylinders, garden supplies, rechargeable batteries and more. The partner benefits not only from the free promotional material that is supplied by the City for joining, but also there is an increase in customer flow to the business as people come in to return the items. The retailers get a free listing in the annual Take it Back! directory which is distributed to residents in libraries, community centres, City client centres and through the Welcome Wagon organization. As well, the retailer is listed on the City's website ottawa.ca, under Garbage and Recycling. The program began in 1997 with 16 automotive retail locations accepting back 3 products. The goal was to increase the convenience for customers by providing an increased number of disposal sites and to capture more household hazardous items from the public. The retailer and public response to the program has been so positive that the program now has 547 retailers and charitable organizations accepting back 131 different products from residents. Participating retailers divert each year, at minimum, 500 tonnes of material from the landfill or City run household hazardous waste depots through this program. The City received the Recycling Council of Ontario, Outstanding Product Responsibility Award for the program. The December 2005 Canadian edition of Reader's Digest, in an article entitled "Talkin' Trash", lists the City of Ottawa as one of Canada's Innovative Cities because of our Take it Back! product stewardship program. We are currently looking for retailers in the rural areas of the City to join up to the program. Rural Leaf and Yard Waste Collection Changes Rural homes in areas that are sparsely populated, or on roads where residences are farther apart, will now receive leaf and yard waste collection twice in the spring and twice in the fall. For these areas, the Fall 2008 collection will take place the weeks of October 20-24, 2008; and November 10-14, 2008. The Spring 2009 collection will take place the weeks of April 27-May 1, 2009; and May 25-29, 2009. The Fall 2009 collection will take place the week of October 19-23, 2009 and November 9-13, 2009. Please add these dates to your collection calendar. Things To Remember - Only use compostable paper yard waste bags, a garbage can or cardboard boxes.
- Ensure containers and bundles are not more than 15 kg (33 lb.) in weight.
- Branches are to be tied and bundled and cannot be more than 1.2 m (4 ft.) in length and 60 cm (2 ft.) in width.
- Individual branches should be less than 10 cm (4 in.) in diameter.
- Wind-fallen fruit and pumpkins can be included.
- Households are encouraged to leave grass clippings on the lawn.
- Leaf and yard waste will not be collected as regular garbage.
Materials Not Collected - Plastic bags are NOT accepted as they do not compost.
- Any material or tree cuttings over 10 cm (4 in.) in diameter.
- No earth, rocks, or sod.
- No logs or stumps.
- Leaf and yard waste should not be mixed with any other type of waste.
Leaf-and-yard waste may not be pushed, thrown or otherwise deposited on the street, sidewalk, boulevard or in parks in accordance with the City's Use and Care of Roads By-law No. 2003-498 and the Parks and Facilities By-law No. 2004-276. Anyone charged with this offence may be subject to a fine. Avoiding Pick-up Problems - Clearly identify that the garbage can/cardboard box is for yard waste.
- Leave the lid off your cans and cardboard boxes on dry days.
- Separate the yard waste cans from the recycling and garbage by placing them on the opposite side of the driveway when possible.

The public parkland that is acquired in this manner represents a major proportion of the City’s parkland inventory. At amalgamation the majority of the former municipalities had Parkland Dedication By-laws that reflected their individual approaches to the provision of parks. The City is currently operating on the basis of these same by-laws. The variation in the content and application of these by-laws causes inequities in parkland provision across the city. The purpose of the paper titled Proposed Approach to Parkland Dedication is to solicit public comments on a proposed standard approach to the dedication of parkland. This approach will form the basis of modifications to the Official Plan and be incorporated into a new Parkland Dedication By-law that will be considered by Council. Ottawa - Speeding is one major factor for Ottawa recording the highest vehicle/deer collision rate in Ontario, according to the City’s Integrated Road Safety Program. Last year’s Speeding Costs You Deerly campaign resulted in a reduction of vehicle/wildlife collisions. However, everyone must remain vigilante for possible encounters with deer. The three years prior to the campaign, Ottawa had experienced nearly 3,000 vehicle/wildlife collisions. Speed is an important component that allows motorists to safely react to an unexpected encounter with deer or other wildlife on our roads. In fact, excessive speed has been cited in half of the vehicle/wildlife collision that resulted in personal injury. Besides speed, alertness and control are a motorist’s best defence, especially when 80 percent of deer collisions occur between dusk and dawn. Motorists should always scan alongside the road for any objects, especially light reflection from an animal’s eyes. In addition, they should be ready to apply the brake to reduce speed and use the vehicle’s high-beams, when possible, to provide a better view. And if you see one deer, there’s more like four more around the same area. Should a driver encounter deer, he or she should honk the horn but never swerve suddenly. Losing control of the vehicle could result in a far greater consequence, like colliding with another oncoming vehicle. With financial assistance from the City of Ottawa the Association recently purchased a new fridge for the local park. A request was sent by our members for a new modern fridge, one that was larger and will keep the food at a lower temperature level, especially the freezer section. The park is used in May, June, July and August for various ball tournaments and regular softball games. The event was organized by the local Knights of Colombus (Council 9519) in partnership with the Carlsbad Springs Community Association. The Caisse Trillium sponsored the event by giving 300 $ to the organizing committee. Door prizes were provide by the Community Association.
